A criminal called The Whispering Shadow orchestrates his crimes using a gang he controls through television and radio waves. Jack Norton, whose brother was killed by The Whispering Shadow, suspects the mysterious Professor Strang, whose ghostly wax museum houses unnervingly lifelike figures.
